Rules

Timing

40 minute game

Two 20 minute halves (running clock); Except within the last 2 minutes of 2nd half

Clock stops for incomplete passes, touchdowns, out of bounds and penalties

Each team has one 1 minute timeout per half

Halftime is 3 minutes

 

Pregame

Decided by a coin toss

There is no kickoff

Ball is placed on the 40 yard line to begin series

Teams should check in with the staff member on site a 10 minutes before game time

A minimum of 5 players must be on site and signed in to avoid a forfeit

 

Offense

Each offensive series will start on the 40 yard line, regardless of the situation

Substitution

Free substitution but player must report to the huddle

Neutral Zone

1 yard separation between offensive and defensive line of scrimmage

No player can enter neutral zone before ball is snapped

Motion

Only 1 offensive player may be in motion and it can not be toward the line of scrimmage

False Start

Offensive players must be stationary for at least 1 second before the ball is snapped

Excludes player in motion

Flag Rules

Runners can not guard the flag by using any part of the body or ball

No stiff arming to protect flags

Once player scores a touchdown, allow referee to remove flag belt.  This assures it is not illegally secured.

Examples

No swinging hand or arm over the flag to block

No placing ball over the flag

Lowering shoulders to guard the flag

Personal Fouls (These actions will result in a penalty)

Trying to punch, strike, strip or steal a ball from the opponent

Tripping an opponent

Contacting an opponent on the ground

Throwing opponent to the ground

Unnecessary contact with a player

Clipping

Tackling

Deliberately drive or run into a defensive player

Number of Players

7 players on offense and defense

Can play with a minimum of 5 if necessary

Defense - 7 defenders

Offense - 7 offensive players, all players are eligible to catch a pass

Must have 4 players on the line of scrimmage

Points

6 points for touchdown

1 point conversion from 5 yard line

2 point conversion from 10 yard line

Lineman/Blocking/Rushing

Are not allowed to use hands to block or rush

Hands and arms must be at their sides or behind their back when blocking

There should be no contact between players initiated by the blocker or rusher

Rushers must go around blockers to get to quarterback or ballcarrier

All blockers are eligible to catch passes

Mercy Rule

If a team is 19 points or more ahead when the referee announces the 2 minute warning or anytime under the 2 minute warning

Field Dimensions

Field is 40 yards long with a 10 yard end zone, 30 yards wide

Equipment

No dangling jewelry
No metal or screw in cleats
Shirts must not obstruct with ability to grab flag
No exposed metal on clothes or person
No shorts or pants with belts or belt loops
Teams must were shirts or jerseys of the same color
No billed hats or headwear containing knots

Possession

Must have one foot inbounds with possession of ball to be a catch
If ball is lost when player hits the ground, it is not a catch
If ball is caught at the same time by offensive and defensive player, ball belongs to offensive team at spot of the ball
If the receiver's flag fall off during a play and they catch a pass, the catch is good but they may not advance the ball

Dead Ball
Any time that the ball touches the ground, it is dead by rule
After an interception, the ball is dead and cannot be advanced
The team that intercepted the ball is now on offense at the 40 yard line

Pass Interference

Any contact that the official views interferes with the offensive or defensive players ability to catch the ball

If the receiver is deflagged or touched prior to touching the ball on a forward pass, it is pass interference

Safety

When a player carries the ball 10 yards behind the initial line of scrimmage

Team recording the safety receives 2 points and the ball on the 40 yard line

Overtime

Begins with a coin toss to determine who gets the ball and on what side

In subsequent overtimes the choice will alternate

Each team has a chance to score on 4 downs from the 20 yard line

Series continues until there is a winner

Officials Authority

The official has the right to rule on situations not specifically covered in the rules

Unsportsmanlike conduct will not be tolerated and may be a cause for an ejection and forced to leave the area

Examples include: screaming, swearing, unnecessary roughness, etc.

Blood rule

A person must leave the field if bleeding and is not allowed to return until bleeding has stopped and been covered

Roughing the passer (Automatic First Down)

Unnecessary roughness

Hurdling

Unsportsmanlike conduct

Stiff-arming or flag guarding

Illegal block

Illegal use of the hands, holding, etc (Offensive or defensive)

Loss of 10 Yards and Ejection

Fighting

Tackling

Excessive swearing

Unsportsmanlike conduct towards official

Illegally securing flag (Loss of down)
